Copper Valley Electric Association (CVEA) and others are actively promoting a high voltage transmission line (an "intertie" project) estimated to cost $525 million. A high voltage transmission line would necessarily be routed through Sutton, Chickaloon and Glacier View. It would roughly parallel the Glenn Highway north of the highway. A look at our state law identifies the problems to date and the conflict should easily be solved by following the laws.
Active local use is the single, best reason to name a geographic feature. Local usage refers to a name for a geographic feature that has evolved over a period of years, is called that name by the community or area as a whole, and is supported by local petitions, oral histories, documents, or other publications. A feature named by the applicant is not considered local usage, even when the applicant has called the feature by that name for a number of years. The Alaska Historical Commission encourages the proposer to: include evidence of common verbal or written usage of the proposed name, such as petitions signed by local residents, resolutions, or letters of support for the proposed name from local government entities and community groups

(a) Except as provided in (b) of this section, before commencing construction of a public project,

The community of Sutton and many other user groups, organizations and individuals strongly support HB 6 – The Jonesville Public Use Area Bill. I have lived in Sutton for over 40 years and currently am serving my eighth year as Chair of the Sutton Community Council. Our community lives in a hotbed of reckless shooting, explosions, illegal dumping/burning, and environmental damage due to the lack of a management plan for the Jonesville area. We worked hard to get HB 6 this far through our Representative George Rauscher. It required a lot of planning and consensus by across the board public and private stakeholders. House Bill 6 is a win-win outcome. We already have commitments from volunteers and the Matanuska-Susitna Borough Planning Department to assist DNR in developing the Jonesville Management Plan. So far, the community of Sutton has allocated $8,200 to contribute. Without a plan, there are no rules or designated areas to assure public safety. Without rules, DNR and the Alaska State Troopers cannot enforce any management guidelines to protect our community and the public at large from potential hazards. Others and myself do not understand the delay of this Bill in the House Finance Committee. This is serious, especially for those that live near Jonesville and have suffered all the crazy and dangerous activities going on for years. We’re now counting on our elected
officials to see this through. Please help us.

Residents have requested that SCC provide leadership in reviewing the current Sutton SPUD to allow the people to consider possible amendments to the document. Special land use districts, or SPUDs, are tools communities can use to guide future growth. Alaska law states they must be paired with a comprehensive plan in order to be enforceable, and when the two are combined, they can work to help a community protect historic areas, preserve an area's charm or limit the impact of offensive or dangerous land uses. SPUDs allow a community some say in its development without instituting a traditional form of government. This source staters that community council elections can do more to change your life and the value of your property than presidential elections. People should pay attention to them. Sutton Community Council makes major decisions regarding land use in your area.
Mark Bertels and Marla Mason were appointed to guide this process. Any resident interested in being part of this leadership team should email suttoncommunitycouncil@gmail.com for consideration at the Feb. council meeting. All residents will have opportunities to participate by commenting (privately and publicly) or taking part in public opinion surveys. Before Sutton Community Council makes a decision, a public hearing will give area residents a chance to voice their opinion on recommend changes to the proposed SPUD

Hope you are all enjoying the summer season. This summer seems to be especially busy for everyone which put the revenue sharing process slightly behind schedule.
We don't have a lot on tomorrow's SCC meeting agenda so I would like to take the opportunity to review the revenue sharing applications and decide which ones will be approved for funding. This will occur after our regular meeting.

MSB 2035 Long Range Transportation Plan’
We want to hear from you! The MSB 2035 Long Range Transportation Plan’s Online Open House is live through June 15. Please visit www.msblrtp2035.com to access the Online Open House and to provide your feedback to the project team. The Matanuska-Susitna Borough is in the process of updating its Long Range Transportation Plan (LRTP). The LRTP helps to plan and guide transportation improvements for the next 20 years. This document works to incorporate multiple modes of transportation (driving, walking, bus riding, carpooling, biking, etc…) that will improve access and mobility for all those living and traveling within the Borough. WE NEED YOU: We need to hear from you! We’ve run the computer traffic models to analyze traffic data, but we also need your local knowledge of transportation needs. We need your input of your transportation needs so it can be accurately represented in the plan. Help us understand what types of transportation you do or want to use, where transportation should be, and what your greatest transportation needs are. You can do this by visiting our Online Open House and sharing this invitation with your friends, neighbors, and colleagues. The more people who participate and comment, the more accurate the projections of the future transportation needs. HOW: By using the LRTP Online Open House you can participate just like you would at a typical community meeting, with the added plus: do it when you want, where you want and how you want. Visit the online meeting site at:www.msblrtp2035.com. From this site you will be able to learn more about the LRTP by viewing an informative presentation, make notes and comments about transportation directly on an interactive map and/or take a brief survey about your transportation preferences. All of the feedback received during the Online Open House will be used to help draft the 2035 LRTP Update. The Online Open House is available until June 15.
WHAT’S NEXT: The Borough’s LRTP team will combine your comments from the Online Open House and feedback from other community meetings with data and traffic models to draft the LRTP revision. Once the draft is complete we will come back to the public to present the draft findings through a variety of outreach efforts. We expect the draft and outreach efforts to start in fall of 2016. The purpose of the draft’s outreach campaign is to ensure that the draft encompasses the many voices we heard throughout the project and that we have accurately captured the community’s long term transportation vision. Hi All--
I've received several messages about the dirt bike track. I worked with Mr. Anderson to get the legislation that made the track possible in place. Hadn't heard anything much about the track in the past couple years.
In late May I got a request for information about the history and status of the track. While I knew the legislative history, I learned that a complaint had been received and a notice of violation had been issued in April. I also urged the person making the request to look for minutes from the Sutton Community Council. As I see it there are opportunities to resolve any possible conflicts at the neighborhood level, the community council or the borough. I will keep track of the situation, but I'm not attempting to influence the processes that are available to people. In fact, if there are some changes made, depending on their nature I might need to vote on it.
I have always supported the community's voice, and especially when it works to find local solutions, and will continue to do so. Constituent information requests are part of my work that I take seriously.
Obviously there is some concern, and I hope it can be worked out.

The Alpine Historical Society is having its annual meeting Sunday January 31 from 1:00-3:00 at the Sutton Library. We will review the work done during 2015 and what the some of the park plans for 2016. We will also be presenting a quilt which was donated to the AHS and community by Evelyn Heinrich Mamaloff. She was a school teacher in Palmer in1949-1951. She won the quilt in a raffle for funds for a Sutton Church in 1950. 41 Sutton family names were embroidered on the quilt -parents, children and pets. We are in the process of researching the names and would appreciate any family history that Sutton community members can provide. Attached is the list of the names.

Our community lives in a hotbed of reckless shooting, explosions, illegal dumping/burning, and environmental damage due to the lack of a management plan for the Jonesville area. We worked hard to get HB 6 this far through our Representative George Rauscher. It required a lot of planning and consensus by across the board public and private stakeholders. House Bill 6 is a win-win outcome. We already have commitments from volunteers and the Matanuska-Susitna Borough Planning Department to assist DNR in developing the Jonesville Management Plan. So far, the community of Sutton has allocated $8,200 to contribute. Without a plan, there are no rules or designated areas to assure public safety. Without rules, DNR and the Alaska State Troopers cannot enforce any management guidelines to protect our community and the public at large from potential hazards. Others and myself do not understand the delay of this Bill in the House Finance Committee. This is serious, especially for those that live near Jonesville and have suffered all the crazy and dangerous activities going on for years. We’re now counting on our elected
officials to see this through. Please help us.

Residents have requested that SCC provide leadership in reviewing the current Sutton SPUD to allow the people to consider possible amendments to the document. Special land use districts, or SPUDs, are tools communities can use to guide future growth. Alaska law states they must be paired with a comprehensive plan in order to be enforceable, and when the two are combined, they can work to help a community protect historic areas, preserve an area's charm or limit the impact of offensive or dangerous land uses. SPUDs allow a community some say in its development without instituting a traditional form of government. This source staters that community council elections can do more to change your life and the value of your property than presidential elections. People should pay attention to them. Sutton Community Council makes major decisions regarding land use in your area.
Mark Bertels and Marla Mason were appointed to guide this process. Any resident interested in being part of this leadership team should email suttoncommunitycouncil@gmail.com for consideration at the Feb. council meeting. All residents will have opportunities to participate by commenting (privately and publicly) or taking part in public opinion surveys. Before Sutton Community Council makes a decision, a public hearing will give area residents a chance to voice their opinion on recommend changes to the proposed SPUD

Hope you are all enjoying the summer season. This summer seems to be especially busy for everyone which put the revenue sharing process slightly behind schedule.
We don't have a lot on tomorrow's SCC meeting agenda so I would like to take the opportunity to review the revenue sharing applications and decide which ones will be approved for funding. This will occur after our regular meeting.

Good chatting with you the other day at the auction! We spent all of Sunday getting that split birch out of there, and hauling/stacking it at our house. It was a good buy! But I was pretty sore the next day, ugh!

MSB 2035 Long Range Transportation Plan’
We want to hear from you! The MSB 2035 Long Range Transportation Plan’s Online Open House is live through June 15. Please visit www.msblrtp2035.com to access the Online Open House and to provide your feedback to the project team. The Matanuska-Susitna Borough is in the process of updating its Long Range Transportation Plan (LRTP). The LRTP helps to plan and guide transportation improvements for the next 20 years. This document works to incorporate multiple modes of transportation (driving, walking, bus riding, carpooling, biking, etc…) that will improve access and mobility for all those living and traveling within the Borough. WE NEED YOU: We need to hear from you! We’ve run the computer traffic models to analyze traffic data, but we also need your local knowledge of transportation needs. We need your input of your transportation needs so it can be accurately represented in the plan. Help us understand what types of transportation you do or want to use, where transportation should be, and what your greatest transportation needs are. You can do this by visiting our Online Open House and sharing this invitation with your friends, neighbors, and colleagues. The more people who participate and comment, the more accurate the projections of the future transportation needs. HOW: By using the LRTP Online Open House you can participate just like you would at a typical community meeting, with the added plus: do it when you want, where you want and how you want. Visit the online meeting site at:www.msblrtp2035.com. From this site you will be able to learn more about the LRTP by viewing an informative presentation, make notes and comments about transportation directly on an interactive map and/or take a brief survey about your transportation preferences. All of the feedback received during the Online Open House will be used to help draft the 2035 LRTP Update. The Online Open House is available until June 15.
WHAT’S NEXT: The Borough’s LRTP team will combine your comments from the Online Open House and feedback from other community meetings with data and traffic models to draft the LRTP revision. Once the draft is complete we will come back to the public to present the draft findings through a variety of outreach efforts. We expect the draft and outreach efforts to start in fall of 2016. The purpose of the draft’s outreach campaign is to ensure that the draft encompasses the many voices we heard throughout the project and that we have accurately captured the community’s long term transportation vision. The draft LRTP will do this through text and maps along with goals, recommendations, and actions steps that assist with the LRTP’s implementation. Hi All--
I've received several messages about the dirt bike track. I worked with Mr. Anderson to get the legislation that made the track possible in place. Hadn't heard anything much about the track in the past couple years.
In late May I got a request for information about the history and status of the track. While I knew the legislative history, I learned that a complaint had been received and a notice of violation had been issued in April. I also urged the person making the request to look for minutes from the Sutton Community Council. As I see it there are opportunities to resolve any possible conflicts at the neighborhood level, the community council or the borough. I will keep track of the situation, but I'm not attempting to influence the processes that are available to people. In fact, if there are some changes made, depending on their nature I might need to vote on it.
I have always supported the community's voice, and especially when it works to find local solutions, and will continue to do so. Constituent information requests are part of my work that I take seriously.
Obviously there is some concern, and I hope it can be worked out.

The Alpine Historical Society is having its annual meeting Sunday January 31 from 1:00-3:00 at the Sutton Library. We will review the work done during 2015 and what the some of the park plans for 2016. We will also be presenting a quilt which was donated to the AHS and community by Evelyn Heinrich Mamaloff. She was a school teacher in Palmer in1949-1951. She won the quilt in a raffle for funds for a Sutton Church in 1950. 41 Sutton family names were embroidered on the quilt -parents, children and pets. We are in the process of researching the names and would appreciate any family history that Sutton community members can provide. Attached is the list of the names.

We are looking for a few hay bales, some pumpkins, gourds, corn stalks and indian corn and other natural fall items. If you have any of these things laying around your house and would like to donate them to our display, you can drop them off at the Sutton Library next week with Miss Carol. She will turn them into something beautiful!
